Bakery is the second-biggest halal category in our data after general food — and the one with the most retail brands that also manufacture for others. This list orders the 10 manufacturers with the most certified bakery/biscuit products in JAKIM's records. We removed AEON (its 864 bakery certificates belong to own-brand products made by others).

One under-reported observation from the data: Johor is Malaysia's biscuit powerhouse — four of the ten factories here operate there, leveraging Singapore export. If your brand targets the Singapore market, a Johor factory shortens your chain considerably.

  9. JMM COOKIES (M) SDN BHD — Johor. 492 certified products. Nearly 90% of its portfolio is cookies and kuih — the most focused specialty here.

How this list was built

Ordering follows the number of halal-certified products in our capture of JAKIM's Halal Directory (8 August 2026) — an objective figure verifiable on the official portal. Retailers and restaurant chains that hold product certificates but do not run contract manufacturing are excluded and named in the text. Certificates change: check each factory's current status on our certificate checker, and see the 90-day expiry report before signing a contract.
