You will hear all three from the same factory in one conversation. They are not synonyms, and the difference is not academic.
The real difference: who owns the formulation
- Private label. The factory already has a finished product. You put your brand on it. Cheapest and fastest — but the same factory can sell the same product to your competitor tomorrow.
- ODM. The factory designs the formulation, usually starting from an existing base, and adapts it for you. Ownership depends entirely on the contract. Most disputes start here.
- OEM. You bring the formulation; the factory produces it. You own it and can take it elsewhere.
Why this matters for halal
A halal application requires documentation for every raw material. If the factory owns the formulation, the factory holds that documentation. Moving factories means starting the paperwork again — and sometimes starting certification again.
That is not a reason to avoid ODM. It is a reason to ask, before signing: “If we stop, what do I take with me?”
JAKIM's vocabulary does not match
JAKIM's records use one category — OEM, contract manufacturing — for all of it. It does not distinguish private label from ODM from true OEM.
Which means: the OEM category in the directory tells you a plant is permitted to manufacture for other brands. It does not tell you which commercial arrangement they offer. That has to be asked.

Plenty of brands start with private label and move to OEM once sales justify it. That is a sensible path — as long as you know that the first product was never yours.
