JAKIM's certification procedure lists five categories of applicant eligible for a Halal Confirmation Certificate:
- Manufacturer / producer;
- Distributor / trader;
- Sub-contract manufacturer;
- Food premise;
- Abattoir / slaughterhouse.
The sub-contract manufacturer category
This third category is what covers OEM plants — factories producing for other companies' brands. It is separated from "manufacturer" because the relationship differs: a contract plant produces to instruction, often under its client's certificate.
In JAKIM's Halal Directory this category is coded OEM — Pengilangan Kontrak. Some plants in it also hold product certificates in their own name; others do not, and manufacture only for clients.
Where the application goes
JAKIM's procedure distinguishes two routes:
- National and international markets — apply online to the JAKIM Halal Hub.
- Local market — apply directly to the relevant state JAIN or MAIN.
Which route applies depends on your target market, not on company size. Choosing the wrong one means resubmitting.
Recognised authorities
JAKIM's procedure states that the recognised authority means JAKIM, JAIN or MAIN, whichever applies. Certificates from other Malaysian bodies do not substitute for this.
