The second story: fragrance compounds
Odoriferous mixtures (HS 3302) — the B2B material sold to other product manufacturers rather than to consumers — reached USD 137.87 million in exports in 2025, against USD 94.46 million of imports on its main line.
Which means: Malaysia buys branded perfume in and sells fragrance material out. That is a producer's profile, not a brand nation's — and it is rarely mentioned.
One jump to read carefully
Finished perfume exports leapt from USD 11.54 million (2023) to USD 44.16 million (2024) — up 283%. The figure is consistent across two sources, but a jump that size in one year usually reflects reclassification or a re-export flow rather than organic industry growth. We are not presenting it as industry growth.
Halal perfume: no figure, but a doctrinal position
There is no halal perfume statistic for Malaysia from any source — not JAKIM, not HDC, not DOSM. The RM68.52 billion halal export total does not itemise it.
What does exist is a doctrinal position: the 2011 Muzakarah ruling of the National Council for Islamic Religious Affairs distinguishes khamr from industrial ethanol, so alcohol in perfume is permitted for external use under Malaysian halal doctrine. Halal certification of cosmetics is encouraged but not mandatory.
